Corruption (6th Story)

Once a corrupt minister went abroad on a personal invitation from a minister from another nation. He was surprised at the extravagant red carpet welcome. After a while, he asked his host how he managed to extend such an expensive reception without any state sponsorship. The man took him to window and pointed out to river, said, "Do you see that river?" the answer was "Yes." Then he asked, "Do you see that bridge on the river?" and the answer was again "Yes." The minister said, "10 percent."

Then, the next year, the minister from third world country invited his counterpart to his own country and threw an even grander welcome. The man, though flattered, was surprised and asked him how he could manage all this without support from the state. The minister smiled and took his friend to the window and asked, "Can you see the river?" the answer he got was "Yes". Then he asked, "Do you see the bridge on the river?" the answer was "No". The minister said, "100 percent."
